Safari won't open with my VPN

I use a VPN called Private Internet Access (PIA), which I really like. But about 6 months ago, Safari (after some OS upgrade) stopped working when I was running this VPN. Chrome, Fox etc all continued to open, load and work as normal, but no amount of changing the PIA settings would get Safari to work. No error messages. Just blank pages, nothing would load.

I've worked with PIA's support (which has been great), and then had me watch this short video to test all the possible PIA settings. But nada, Safari still doesn't work when PIA is running.

I'm wondering if there's some setting inside Safari that I could try.

Any ideas?

what version of the OS and Safari? I'm OK here with Mavs and Safari 9.1.3. on PIA, though I mostly use Firefox.

Yes, it worked well on Sierra, but stopped with High Sierra (I'm up to 10.13.3)
