For example, Libya. For another, Iraq. Took years in the first example. In Iraq, they may not have led to Saddam being thrown out of power, but did severely limit the ability of the country to rearm over the 10 year period. That was at least a partial success.

I thought that the lifting of sanctions against Libya was a result of A.Q. Kahn confessing to his relationship with Libya, and Libya's subsequent dismantlement of it's nuclear program.

Part of the sanctions against Libya were based on its harboring the accused masterminds behind the explosion of Pan AM Flight 103 over Lockerbie Scotland in 1988. Libya finally turned them over for trial several years ago. They were convicted in 2003.

The dismantling of the nuclear program was another reason for the sanctions. There were more reasons based on Libya's support of other terrorist groups and actions that Libya has renounced finally.
