Yeah I noticed it loads slowly as well. Could be the crappy 1.5Mb DSL I'm using right now. I made the site in iWeb.

loads fine for me. I'd suspect any loading issues are as a result of it being hosted on .me.....
As far as being too bland, I think it's obviously very minimalist, but that doesn't necessarily equal bad. I think it works well given the apparently simple requirements that the site has. I would suggest adding some sort of branding element (logo would be great, but at very least the organization name) as part of the header where the page titles currently reside. And, if possible, I'd get rid of the "made on a mac" logo at the bottom of each page.
There are always infinite ways that a website can be created. If this one meets their needs, then you've done a good job.

It looks nice. Simple is good, I don't think it's too bland.
I'd like to suggest using photos of the people in the organization doing whatever the organization does, helping people, training, feeding, etc. I think that would work better than the stock photos. I especially would switch out the couple, they look too happy, it makes me think of a vacation site. The children photo could work for the home page, but I wouldn't reuse it.

simple is good. it was a little slow loading the first time. you might doublecheck that the resolution for all your photos is 72. i have much larger photos on my own site and none come in more than 50kb. ones the size of your smallest photo are 5KB.

I would expand the copy area width a bit, by roughly 60 - 80px or so. The copy gets a little long on this page for instance:
