Thats the policy in our office. It helps that the boss is a germaphobe.
its so nice that when you wake up feeling gross that you don't even think about going to work. You check in and people thank you for not coming in.
There's no reason to be in an office when you're sick unless its to spread illness.

To avoid recriminations about "using too many sick days", I usually report in to work, and go into the bosses office (sick) and tell him I'm going home sick...
Coughing up icky stuff on his desk is pretty thorough at convincing him that it's necessary.
(Actually, the new boss is much cooler than the old boss, and probably wouldn't require this measure....).

This would definitely help with my "foggy day / no lights" problem, but exacerbate the Word docs in e-mail problem.

That seems to be the exception rather than the rule. The owners of my old company would rather cut off their arms than have someone work from home. They had such a screwed up sick policy that people ALWAYS came in sick. ALWAYS.

I've been home for two days myself. Spent most of Monday night at the
hospital with Mom, got in bed at 3:00am, stayed home yesterday. Woke
up this morning with the "runs" and just didn't feel trying to drive 35
miles with no place to go to the bathroom between here and there so I
stayed home today.
