I have asked a zillion older folks but nobody can remember.
It was some cutesy-annoying term coined by the media like "brown-out" or "stagflation".

Maybe you had a cutesy expression in the USA but over here it was and still is called short-time working. I remember the times
(am I old?) and only recall that term.
