"One Car Per Green Each Lane" the sign says

Two cars approach and stop at a two lane on-ramp at the same moment waiting for the signal to turn green. And when it does the car on the far right stays put waiting for the one on the far left to go first. But the latter extends the same courtesy. Now the traffic is backed up! What the hell!

The incidence you describe is an aberration. Whoever gets their foot on the pedal first wins. Recalcience isn't an LA trait.

metered on-ramps around western Washington with 2 lanes usually have the lights staggered by about 3-5 seconds.
