Best way to make web banners?

I need to make web banners for advertisers on my upcoming website.

Probably need to be able to set timelines to rotate ads.

Looking for something that will save time, obviously since I am essentially a one-person shop.

I own CS3 Suite, I think I also have CS Suite someplace still (did that still include fireworks? can't remember).

Is Photoshop the best way to go?

You can do it in Photoshop CS3 or Flash if you are looking to do a timed animated banner or series of changing banners in the graphic, itself. You can also use JavaScript to automate changing banners by script.
