I am installing the drain and expected to run a bead of plumbers putty underneath the ring you see exposed at the bottom of the basin.
But the instructions call for a hard black rubber washer to go between the ring and the basin as well and it comes with the sink too. Thing is it raises the ring up ever so slightly and I can't see a complete drain happening. The drain I am replacing didn't have one and the thing drained fine. Anyone know what I am talking about? Should I add the rubber washer?

I know what you're talking about and like your solution (an expectation) better. Last one I did came with a rubber ring that went on the BOTTOM (i.e. underneath) the basin, then a washer and then the retaining nut.
But it does raise a question with what the manufacture suggests be done. Maybe check and see if their web site offers anything more if the place you bought it from can't answer.

It is my understanding that the rubber washer goes between the nut and the sink, on the underside of the sink. You have the putty right, just use enough so that it squeezes out, clean up is easy.
Edit: Got beat to the punch while I was looking under my sink!

oh there is a thick angled rubber washer under it as well. That one goes up the threads first and is the main seal underneath. This rubber ring I am talking about is flat (1/16"?).

Follow the instructions. If it fails, then take it apart and do it "right".

I just left it off. Used the putty and it will be fine. It's sealed and secure.

I wonder if they figured the extra gasket made it easier for DIYers who would be intimidated by something like putty?

That "thick angular washer" I believe is used as part of a compression fitting in the "P" or "J" trap.

I've installed a bathroom sink, but never a bathroom sink question. ;-)
Can you get those at Home Depot?
