You would think that. But in the days of the big campus protests decades ago most campus forces were security armed with batons and walkie-talkies. For anything more serious they were supposed to call in the local police or state police.

That started to change in the '70's as college administrators started wanting their own police forces. They are armed and unfortunately their levels of training run from not much better than "rent-a-cop" to the equivalent of that received by officers in municipal forces.

It becomes increasingly harder and harder to imagine any emergency circumstance in which calling the police would be my first thought.

Sadly, Justine Damond learned that lesson the hard way in my city. The rules are different here than where she grew up in Australia.

So violence is erupting on the upset campus tonight.

Police now say that it was the dead student who called them to the scene, saying there was a person with a knife and possibly a gun. So it appears that we have a very mentally unstable person, possibly suicidal (apparently they left some notes) who is in fact not a threat and only had a utility knife with the blade folded in. Because the police failed to use any skilled de-escalation techniques or non-lethal means to resolve the situation, Scout is now dead. Scout should be in a hospital or clinic right now receiving mental health care treatment. Not in the morgue.

As allegations of excessive force mounted, Stewart accused Georgia Tech of forcing the narrative that Schultz was a "knife-wielding" threat despite evidence suggesting otherwise.
But the Georgia Bureau of Investigation said evidence showed that Schultz was the caller. Three suicide notes were found in the student's dorm room; no gun was found at the scene and the only knife found was one inside a multipurpose tool, the GBI said.

What is the appropriate response to a police force that treats a suicide-by-cop call (which it seems reasonably clear this was) as though it were a reasonable request?

"Someone is calling saying there's a person with a gun or knife or something on campus."

"That sounds dangerous - is this person threatening anyone? Let's investigate - send some officers."

"OK, but if it turns out it's someone with mental illness who wants to die, we'll probably just kill them instead of seeking mental health support or alternative de-escalatory tactics to help someone in crisis."

"No worries - just remember to remind everyone to say that they felt threatened, and there won't be any legal troubles."
