If anyone bothered to poll a broad spectrum of Americans about this plan, they should simply ask if the $400K threshold seems fair.
Given how many people make easily less than that, I'd wager the approval for this plan would be deafening, and not "a struggle" that needs selling.

The marginal personal income tax rate in the 1950s topped out at 91%.
