When will we see this made law (again)?

As I see it here in SoCal the market has already spoken. Traffic is down considerably, crawls on freeways are fewer and once schools lets out it will lessen again.

Of course WE'LL now have to deal with all those @$+&%$ who stay close to home, the ones we use to ship out to other parts of the country during Summer.

I don't know if anyone remembers the glorious 2 weeks during the L.A. Olympics when there were "no" traffic jams. So many people left town.
