Is this website too bland?

No comment about the layout but there was something in the content that caught my attention.

It seems to be for both women and men but under 'Eligibility' it says 'Every woman is asked to pay $50 of her monthly income towards the operation of the shelter.' Did I miss the bit where men are supposed to pay as well or are they free?

Until recently there was only a women's shelter - but good eye! I'll talk to the director who wrote all the copy.

Looks nice. I'd say that "INC." in the heading shouldn't be all uppercase, I'd go with "Inc."

And perhaps put the subhead "d/b/a Samaritan Services" in a conventional sans serif font, that way it won't compete with the heading so much.

Looks very nice -- not bland at all. I would not use a serif font for the selections across the top, though, and might also consider increasing font size of these items a point or two. I'm not really a big fan of serif fonts on web sites.
