The idea that jurors should be penalized for any reason flies in the face of anything I can think of. Many people don't register to vote because they don't want to be subjected to jury duty. When the system can take a juror out of the electoral pool and subject that person to fines and jail, it only discourages participation.

My now dead father-in-law held the position that he was not entitled to judge another man or woman and that they would never make him do so even if he had to go to jail. He never did have to go to jail to prove his point.
He was a Reagan Democrat and we never agreed about anything, except perhaps this.
