What is it supposed to do?

Depends.
.jar files are java archives. Sometimes they are executable, sometimes just containers for code or other resources. Sometimes they can be run via /Applications/Utilities/Java/Applet Launcher. Sometimes they go into /Library/Java/Extensions so you can run other code that depends on the code in the jar. Where is this particular jar file from?
