how will parcel delivery work under this arrangement? would those still get delivered to the door, or will people have to go to the PO to pick them up?

The cluster mailboxes where I used to live had two larger boxes to hold packages. You'd get a key in your box if you got a package. I don't remember what they did for big packages.... I think they would deliver those to your door.

If the mail carrier thought there would be someone at home, they would take the package out on the route and knock to attempt delivery. If nobody answered or the address had a history of nobody being home, they get a delivery slip to come pick up at the mail carrier center. I have lived at two different addresses where the distribution center was several miles away from both my home and the "local" post office.

More than half of the addresses serviced already have cluster boxes or boxes by the road. I don't think there is any point to having to the door delivery. They should have gotten rid of it years ago.

It must mean converting old houses to "community mailboxes". Oops, all new homes since at least 2001 have had "community " mailboxes in SoCal. Planned communities that is. In the three homes of the five I have lived in, there have been "community" mailboxes in the developments. Mailman still delivers larger items to the door and leaves them there. My grandparents 30 year old house still gets mail at her mailbox in front of their house. My moms place also has a mailbox in the front of the house.
