In Washington State, if you sell more than 6 cars a year, you must be licensed as a car broker. If you scrap more than 6, you must have an established business address and it must be licensed and permitted as a wrecking/recycling yard.

I think it more likely they're just generally wary of identity theft and don't have a grasp of a specific way the number could be misused.

I always thought it was so people owning similar cars and planning crimes don't have a legit license plate to fake.
