Need to shrink a .mp4 file by 25%

I have an 8GB concert video file that I'm copying onto 32GB flash drives along with several other 4-6GB sized files. I need to get it a bit smaller to fit all on the drives. Is Handbrake the best way to do this? What settings can I change to get it smaller without sacrificing too much quality?

If you video is large enough (like HD size) you can change the output dimensions in Handbrake. That makes a HUGE difference in size.

To make a video file size 25% smaller I would just look at the current bitrate and then re-encode at 75% of that original value. Resolution is independent of bitrate.
