The officer probably wouldn't have stopped for her if that was the case.

True.

But she didn't know that when she gave chase, she assumed he wasn't on the clock.

The guy was wrong, and she was stupid.

She "backed off at 80mph. WTF.

It's bad enough a cop was speeding for no valid reason. That she gave chase for an infraction is just wrong. She should have stopped at getting his plate. One miscue for either of them could have been disastrous. To needlessly double that possibility is indefensible.

There is no 10mph law in CA regarding the use of light and siren. The CVC requires the use of same by emergency responders to limit and/or exempt them from civil liability when appropriately responding to an emergency.

Even with the use of light and siren, no authorized responder is allowed to operate in a negligent manner or otherwise compromise public safety.

How and when light and siren is used above CVC requirements is determined by each emergency service agency, subject to any immediate governing agency.

A police department or sheriff's office might require their employees to use a light and siren at a given speed, but that would be the subject of their own rules and regulations, policies and procedures, etc.

Often police will respond to some calls for service at speeds above the speed limit without emergency lights because it's sometimes easier to work thought traffic rather than wait for drivers to react and get out of the way. Most people don't realize how little they and other drivers use rearview mirrors. It's a judgement call.

At the least they *should* show an amber light though that won't appease those who assume cops don't do anything but give innocent people tickets and make donut runs.

Until they need help, anyway.
