That's not exactly what happened MAVIC. It was the state legislature that stepped in and approved the funding after the county council's measure was narrowly defeated. The cost of Safeco was originally estimated at $350 million, and the owners put up $150 million or so.
October 14, 1995 - A special session of the state legislature authorizes a different funding package for a new stadium that includes a food and beverage tax in King County restaurants and bars, car rental surcharge in King County, a ballpark admissions tax, a credit against the state sales tax, and sale of a special stadium license plate. http://seattle.mariners.mlb.com/sea/ball...nt=history
