No, it's not, at all but that's an interesting takeaway.
One volunteers or they don't.
On the other hand, if you want your oddball configuration to be tested it might be worth signing up.

Reading various sights, there seems to be a lot of interest in the public betas.
By making the developer betas free and easily available, there's a wider pool of testers and potentially a greater chance to deliver a really bug free final release.
I just installed it! So far so good.

What OS did you opt for?
I don't have any hardware that I would care to try a beta this early in development.
Also, my patience is lacking with the constant beta updates.
I tried it with something way back, maybe iOS, but just couldn't stay the course after the final release.

I wish there was a beta forum or message board to post questions to other beta users. I have an issue that I think is not beta related, but the Apple store people refuse to diagnose it when they found out I was running a beta installation.
Basically the finder search function is not working properly, searching for a file or files will not show it in the local folder, and may or may not show it in the 'On this Mac' even though the file or files are there.
