Should I call animal control?

I once had a neighbor who had a perfectly angel on a dog, but as soon as they left it howled and barked constantly until they returned. They never knew there was a problem. Fortunately they moved away!
Do both, talk to them and call animal control. However, it is hard to teach an old dog new tricks! |
