OT: Why do repair guys do the "We'll be there between 8:00 and 12:00)

Just called my mom about making sure she's at my house by around 1:30 for a 2:00 photo shoot @ Babies R Us. She replies "well, the cable guy hasn't showed up yet"... I was like "WHAT, it's 12:30... Call them and tell them that you need to be out of your house by 1:30 for a 2:00 Appt. and they are LATE..."

I just don't understand the concept of the "MORNING" or "AFTERNOON" appointments... and them being late... Come On, they have a a 4 hour window...

Oh well, sorry about my rant.
