Although it makes sense that you wouldn't want people to use food stamps on worthless crap, I strongly doubt that there is any real problem there and this is just pandering to the tea party crowd.
Everybody needs a certain amount of nutritious food in their body, so they are going to buy that food in any case. Also, pretty much everybody is going to buy some sweet stuff at some time. If the food gets bought with the person's cash and the junk gets bought partly with food stamps doesn't matter a whole lot. In the highly unlikely event that a person is getting soooo many food stamps that they have a massive excess to blow every day on superbowl party fare then there might be a problem. I don't think that's the case.
