I think it's all about data-collection and sales of our personal info rather than any respect for the risk associated with drugs.
If they really gave such a damn about public safety, why not card people buying bleach, turkey fryers or bug spray?
It's getting to that point. I once got asked for ID at a big box store when I wanted to buy paper targets. Yes, I said PAPER targets! What, they're worried some minor might not know what to do with them and may get a paper cut? 8-)
