Because of the accidental breakage coverage. Let's say they offered it anytime during the first year. Well, many people would not bother buying it until the end of the year, or UNTIL THEY BREAK THE iPAD. So, Apple would have to mandate that everyone bring in their iPad to the Apple Store to verify its working condition in order to sell you AppleCare+ in order to prevent fraud. Limiting you to a 30 day window avoids this inconvenience and cuts down on "fraudulent" purchases.
I would have no problem with that. The iPad is quite portable and can easily be brought into a store for verification.

But what can I do with my current iPad? Am I out of luck, just because I waited until now, half a year after I got my iPad?
