Somebody needs to write an explanation for how the sequester works so that we don't have to go through this every time someone thinks that sequester cuts are fungible so that a program they favor will not get cut at all and another program they don't like will have to take a bigger cut to make up for it. For now, I'll just summarize: the sequester mandates cuts in each program in the government that falls under its provisions; cuts are NOT fungible - you can't move them around amongst departments much less programs within a department.
