The cluster mailboxes where I used to live had two larger boxes to hold packages. You'd get a key in your box if you got a package. I don't remember what they did for big packages.... I think they would deliver those to your door.
If the mail carrier thought there would be someone at home, they would take the package out on the route and knock to attempt delivery. If nobody answered or the address had a history of nobody being home, they get a delivery slip to come pick up at the mail carrier center. I have lived at two different addresses where the distribution center was several miles away from both my home and the "local" post office.
