If they removed 6 inches of topsoil and added 6 inches of sand to have under the liner you might want to get rid of some of the sand or at least rototil a wide area mixing it all in.
The lawns here have 2 inches of sand with 4 inches of topsoil so that the grass never drowns or gets fungus/mildew/rot but then requires supplemental watering.
For leveling thy make a leveling rake that's wood with wooden dowels for tines.
grading rake:

I've used a regular garden rake, it's just not very wide. Just keep leveling until it looks flat and then do it some more. Starter fertilizer, level again. Spread seed and do it again. Lightly.
