Most chains (food, drug and mass merchandisers) are extremely particular on the products they choose for their private-label brands. It's an arduous process for both the retailer and manufacturer and it can take well over a year for an item to be ready for store shelves. The goal is to have a product as good or better than the national brand while offering a savings to their customers. And for good reason as the profit margin on store brands is considerably higher.
