I can't get to any Apple website even though downforeveryoneorjustme.com says it's fine

Basically, yes.

If it's a DNS problem then you'll either get an unknown host error or it'll take forever to resolve the address of the server you're trying to connect to.

If it's a problem on one of the (potentially dozens) many ISPs between your home and the site then you'll see asterisks show up indicating time-outs waiting for the next host to respond en route to the site you're trying to hit.

The neat thing is that both issues can be resolved by changing your DNS settings. Temporarily switching to a public DNS server on another coast or continent can make your queries take an alternate route to the site for the duration of the outage.
