San Diego Hepatitis A Outbreak - what's the deal?

In case you haven't heard, SoCal is going through a serious hepatitis A outbreak. Look it up if you haven't heard...

I went to school at UCSD near San Diego a LONG time ago. I had a bio prof that once took an entire lecture to bitch about San Diego's water treatment (or lack there of).

He said that SD continuously brakes federal law about water treatment - the city council would vote to continue the current system (that amounted to little more than a screen to block the big pieces from flowing directly into the ocean after being piped some distance out to sea) and pat themselves on the back for saving the city $Millions.

The guy was ranting at the lectern. For an entire period. There was nothing in the lecture that related to anything that we would be tested on - he just wanted us to know.

He insisted that outbreaks would occur occasionally and the city would blame it on Tijuana. This was during the Pete Wilson years as mayor.

Was this true? If so, is this still the case and is it responsible for the current outbreak.
