I live in a small community with an HOA and that was part of the draw for me. I'm a big supporter of following rules so everyone can enjoy themselves. That said, I think the pool manager could have been more flexible. He could have said, "If more people come to use the pool you will need to abide by the 4 person rule." I think that would have been fair. Perhaps you could contact the HOA and request a clarification of the rules. It seems to me that an adult, not swimming, supervising children should not count as one of the four people allowed in the pool.
