Sounds to me like the app-based unlock is not built into the legacy plan the way it is with the newer pay-as-you-go plans. Remember that the legacy plan is really old, and its implementation has probably not been updated in years, especially since T-Mobile expects to get out of the legacy plan as older users discontinue it. The requirements for unlock eligibility are probably also different for the legacy plan. I seem to recall it was something like 90 days. Time to call customer support.
