I would regularly use roadside litter, picking up after dogs, wearing seatbelts, and limited smoking areas as successful examples of societal change.
A counter-example seems to be drinking and driving. In spite of lots of anti-drinking-and-driving campaigns, there still seems to be a high incidence. (Actually, this is just my impression. I don't have any statistics to back up any of these.)
Sorry to hear that some highways are being filled with litter again.
