Even if this safety rule had still been in effect, it would not have applied to the Norfolk Southern train that derailed in East Palestine, Ohio, because it was not categorized as a high-hazard cargo train.
I encourage people keeping this in the public awareness and demanding action. Desperately hazardous materials are necessarily transported around the nation. Safety rules and required labeling and inspections are critical. There WILL be accidents. And training for first responders is critical.
East Palestine was a horrifying sequence of errors:
The railway company was running poorly maintained equipment
The railway equipment was not inspected
The train was not properly identified and marked
The rail cars were not properly marked
The responding fire department did not have proper training
The decision making on the ground was desperately wrong
