LOL. You were actually right... kind of. Dewine initially said he received an offer of help from the feds, but did not see a need for it. It took a while before he reversed course and accepted federal government help.
He may have changed his mind when it was pointed out that rail transport is federally regulated. Also when the scale of the damage was made clear to him. One of the byproducts of burning vinyl chloride monomer is large amounts of hydrochloric acid, that is going to have an effect for miles around the burn pits they created and in the runoff into local streams and rivers.
