How do they "afford" services they "can't afford"??

If they do, then by definition, they can.
I think that assumes money is always spent wisely. It might be because they spend more money on the student than other bulljive. Or perhaps it would be more accurate to say their priorities for spending are different. The fact is we spend less and get more of what most people would want. And at least for now, less is spent on bulljive.
