2 - yep that is documented in the public record, TT is just conveying fact there. He personally was threatening to lead a filibuster if that remained in th legislation.
Joe Lieberman got voted in as a Senator from CT due to a coalition of supporters that included conservative Republicans. They thought the incumbent GOP Senator Lowell Weicker was too liberal, and this was back in 1988. Just a foreshadowing of his mixed up career as a Senator.
