What version of Windows are you running Sam? Win98? IE has not been updated in about 4 years, and IE7 isn't scheduled for release until later this year or early next year with Vista. So if you're using Win98 it is possible that it tried to update to a new version of IE, but if you were able to roll back to a previous version that tells me that you're using XP, which means that you must be mistaken about IE being a new version. They release service packs for IE periodically, but I don't think any have been released for IE since XP SP2 was released.
As for Outlook Express, you should avoid that like the plague. Use Thunderbird if you need a light weight mail app.
