Windows XP Home Ed .DLL issue

Ok. I have got the exact error as shown below. Still, I don't understand what has gone wrong because in Control Panel, the Security Control Center keeps showing that the Virus Protection is out of date. I tried to 'associate' AVG (the latest FREE version) to it but it wouldn't take it. Hope this makes sense Sad

"The system DLL user32.dll was relocated in memory. The application will not run properly. The relocation occurred because the DLL C\\WINDOWS\system32\SHELL32.dll occupied an address range reserved for Windows system DLLs. The vendor supplying the DLL should be contacted for a new DLL."
