Every woman is different, some will care, some won't. I haven't really thought about whether or not my breasts are in a picture I am usually more concerned that my eyes aren't closed or something like that. I would say that women at either extreme are more likely to care, if that is a guide. However, some of the women with larger breasts may feel self conscious while others want to show them off. You won't be able to have a hard and fast rule for all women, we are all very different.
You might get a clue to how to crop by how the woman is dressed. If she is obviously trying to show off her assets, then you better leave them in. If she is covered up and maybe older, then cropping would seem to be OK. Just try to focus on the best attributes of the woman, not just whether or not to show her breasts. Just my womanly opinion.
