The staff at the Qdoba near us used to not wear gloves either. I'm sure there's a study somewhere stating that gloves makes no difference in the distribution of germs but it's tough to watch someone roll your burrito with bare hands. I sent an e-mail via their website and within a year they were all wearing gloves. I'm sure I wasn't the only one who complained so I'm not going to take credit.
One evening, a bunch of us were meeting at a Macaroni Grill for a birthday celebration. There was a snafu with reservations so we had to wait about 45 minutes. There's an area right up front with all the garnishes for the meals and I watched the maitre d flit between seating people, glad-handing guests, cleaning tables and, once again, using his bare hands to adorn meals with parsley, cheese, spices, etc. They really should keep that area behind closed doors unless they're going to go out of there way to practice good hygiene.
