Mac, it's the equivalent of saying "did you HEAR about this ?". It's a way to start a conversation without actually stating an opinion on the topic. Conversationally sneaky, IMHO.
My opinion on the finding ? It's about time it got clarified. The "rights" of non-citizens are always tough to consider, but SCOTUS took the high road in this case.
Unlike the UK, which just extended the time limit for habeas corpus to 42 days. (I love the raucous nature of the House of Commons- it made for great NPR audio this morning).
