Here's my solution:
Everyone, whether they are prisoners or the general public, should be allowed 3 frivolous lawsuits in their life. After the 3rd case which is determined to be clearly frivolous and a burden on the courts, you aren't allowed to file any more lawsuits the remainder of your life.
