With network overhead and not knowing your distance from the CO, 5100 sounds about right.
Is ADSL2+ available in your area? That goes up to 18Mbps down and 1Mbps up, if you're lucky enough to live close enough to a CO that offers it, and can find an ISP that'll sell it to you. Covad seems to be the biggest player here for the moment.
Yesterday I got my ADSL2+ installed, since Sonic.net just started offering it in San Francisco. I only qualify for 6000/1000, so it doesn't seem like a huge upgrade over my 6000/768 ADSL service, but I'm now getting 4900/800 in real life as opposed to about 4000/400 with the old ADSL. My VNC sessions over an encrypted VPN connection really fly now!
