Nothing in that link at all says China is the only or primary buyer of the scrap in question. For all you know, the scrap brass is being sold to US companies to be used to produce a slew of different products for other US companies to be used in the US. That brass may even work its way into a product you use every day.
This move may reduce the cost of brass produced by domestic companies. That would be a very good thing since the cost of brass has skyrocketed over the years. The increases and market fluctuations have gotten to the point where companies that buy brass products often have no idea how much they'll pay for a given product until the day they need it.
Seems like a non-issue now, though.
