Landscape fabric works to keep weeds from coming up through the fabric, but weeds can grow in the dirt/sand that is above the fabric. They are usually prevented from taking root through the fabric.
edit-I started typing this awhile ago--I forgot to hit post--and by then it was covered above---sorry to be redundant.
