From what I have researched the Iranian government feels they can pull these acts off and just deny them. I believe they feel that no country wants to start or go to war in this volatile region. Therefore if they can cause trouble (without retribution) they have a chance to have the sanctions removed.
There already
is war in this volatile region - in Yemen.
So, if the Iranians want sanctions removed by the EU, they hit Saudi oil facilities, and have Yemeni rebels claim responsibility?

The Iranians have a ready-made response already. If the US is going to unilaterally rip up the nuclear accord and impose sanctions (for...um...being
bad in general), and the EU isn’t going to do anything, then Iran can in turn, sequentially and deliberately, violate the nuclear terms of the original accord. Which they are doing, very publicly.
And at the same time they’re launching random covert, yet largely ineffectual military strikes?
Uh, maybe. But with actors like Trump, Netanyahu, and the Saudi royal family all deeply invested in war with Iran, I can’t help but see
alternate explanations...
