I used the USPS site to determine the cost to mail a 9 inch by 12 inch envelope with stiffening card board and weighing 4 ounces to Quebec City G1X 2C2 from ZIP 78132. Cheapest cost was $9.50, which seems way too high and is more than I would want to pay. Is that amount correct?

I would say that sounds high, even for Priority Mail rates. You must have something out of line in the parameters. Bear in mind if you are trying to print postage online, the USPS site may limit or obfuscate access to the cheapest methods, e.g., parcel post or media mail. You might have to go into the counter to get them. 4 ounces could go First Class, albeit the slightly-higher "flat" version because of the large envelope.
EDIT: Just noticed the International aspect. My advice may not apply.
EDIT #2: It's the stiffening board making it unbendable that's killing you. Less than $3 without that, but only available at the counter.
