Sure.
I think any 10 year old kid with decent computer skills could make a convincing cert with minimal effort just based on the pics that are circulating online.

What certificates? I have a 2” x 3” card with the type of vaccine and its lot number with a space for me to print out my name. It might fly with my home clinic’s doctor but that’s about it.
